Moscoso began working as a secretary for former President Arnulfo Arias in 1967, at the age of 21. She assisted in his Presidential campaign in 1968, which Arias won, but only served nine short days in office before being deposed by the Panamanian military. Arias fled to Miami, and Moscoso went with him. They developed a romantic relationship, and married in 1969 - Moscoso was 23, and Arias was 67. After her husband's death in 1988, after 19 years of marriage, Moscoso inherited his coffee business, and also became the leader of her husband's Arnulfista Party, which led to her becoming President of her country in 1999.
Moscoso was a political rival of Ernesto Perez Balladares and Ruben Blades.
Moscoso was a political acquaintance of Martin Torrijos.
